6.3 Strategies and Integration. Lyon as a ‘Sustainable Student City’

6.3.1 Relations between the Students and the Community

The City of Lyon is the engine behind the creation and activity of Greater Lyon. For many years the former mayor of Lyon was also the president of the Communauté Urbaine, and under his guidance, the urban region made a strong effort for the development of new economic activities. In the past, Greater Lyon played a key role in the development of Lyon’s technopoles as a part of the economic development strategy, and this plan is due to be reactivated providing, for instance, €27m in the field of higher education. Within the metropolitan strategy, the City of Lyon is also active with its ‘Plan de mandat’, a document which defines the priorities and the for the administration in charge in the period 2001–07. The plan foresees the expansion of the Gerland technopole and the establishment of a new technopole at Porte des Alpes, a new stage of reorganisation of the activity at Doua with a focus on ‘engineering sciences’, in close cooperation with Greater Lyon, and finally the strengthening and internationalisation of Crealys.

However, Greater Lyon is aware that a student city is not all about ‘building’. Therefore it has explicitly set out the objective of making the city more attractive for students and young talents. Students are seen as a potential engine of development and an interesting user group for the city; as such, they need to be integrated into the community. The idea is to grant to students not only a pleasant stay in Lyon, but also to induce them to stay and live in Lyon after the completion of their studies. The Plan de Mandat sets out to ‘open the different university campuses to the city’ and to manage them in such a way as to enhance the occasions of integration of the students in the city. Though it is not possible to know how the city is going to implement these ideas, they are already active as far as welcoming students is concerned. The ‘politique d’accueil’ of the city3 consists of a number of actions, some of which are organised in partnership with other public and education institutions:
